I never thought I would be needing this. I has been a topic many times
before,
so here it is again:
Is there any (freebee?) program that will allow a top and bottom black
border to be superimposed on mp2 files?
The jagged and continually shifting horizontal streaks of white or black are
a real pain to have to put up with.
I have Ulead Video Studio 9, but that does not seem to be able to do it.

I'd bet that UVS9 (and likely most any other video editing
applications also) will do what you are asking. if nothing
else, you can use a "wipe effect" or equivalent. How much
experience do you have with UVS9?

I have the full 220 pages manual but could not find anything sounding even
vaguely like an answer. A wipe effect would have to be custom made, and I
doubt it could be applied for 2 hours? Also i have no idea of how to create

You need to find a forum or expert that specializes in your
application so they can tell you exactly how to do it, step by
step.

Sure, if you know how to use UVS9. The OP does not seem
to have enough experience with it to understand what we are
suggesting.

You can probably web-search premade graphics with alpha that you can just
plunk on the timeline, presumably above the desired footage as most of
the NLE's seem to operate. Thats pretty easy, just import, plunk,
lather, rinse, repeat if you can't just drag the static mask for length.
